ROME, ITALY / RankWire.AI / – Italy has earmarked €1.55 billion for 59 water infrastructure initiatives across 17 regions through its national recovery plan. The Ministry of Infrastructure and Transport finalized the entire allocation in less than four months. This funding encompasses aqueducts, water networks, and related infrastructure projects focused on boosting efficiency, safety, and dependability. The package represents an expansion of investments in a sector under ongoing pressure from water losses, droughts, and infrastructure demands nationwide.

Southern Italy will benefit from approximately €830 million, making up 53% of the total allocation. This exceeds the 40% minimum share designated for southern regions under the recovery plan. Beneficiaries of these projects will contribute around €683 million in additional private funding, supplementing the public investment. Combined, these resources elevate the total committed funds through the program to over €2.2 billion. The projects aim to enhance water management and reinforce infrastructure supporting communities and economic activities.
The funding is channeled through SFNIISSI, Italy’s national financing tool for infrastructure investment and water-sector security. The government established this instrument in February 2026 under the PNRR recovery framework. Applications, grant awards, and monitoring are managed by Invitalia under a signed agreement from April. Initially, the fund was allocated €1 billion from NextGenerationEU resources. In August, the government allocated an additional €576 million for water projects as part of a broader revision of recovery-plan expenditures.
Funding focuses on efficiency, safety, and reducing network losses
The water fund aims to support both companies and public authorities involved in managing water resources across Italy. Grants can cover up to 90% of eligible costs for efficiency upgrades and safety enhancements. For projects that utilize digital technology to reduce water losses, support can reach 85%. Applications opened on May 6 and were extended, closing on June 8. The program emphasizes infrastructure improvements that optimize water use, enhance network performance, and bolster the resilience of critical systems.
The fund was structured to back projects already outlined within Italy’s national water infrastructure planning and other eligible priority works. The allocation includes resources for aqueducts, distribution networks, and systems aimed at securing water supply. Authorities finalized the distribution after assessing applications submitted during the spring funding window. The additional private financing boosts the overall investment beyond the government’s contribution alone. The combined value of government resources and project co-financing exceeds €2.2 billion, representing a significant national effort.
Initiative builds upon previous PNRR water infrastructure projects
This recent allocation continues Italy’s earlier PNRR investments in core water infrastructure. By July, the country had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among these, 37 were classified as complex systems. Authorities also confirmed the completion of 79 individual interventions executed by 52 agencies. About €1 billion from PNRR resources financed 124 projects involving reservoirs and water-supply networks for drinking water, irrigation, and mixed uses across Italy.
Of the 48 systems finished in July, 25 mainly serve irrigation, 20 are dedicated to drinking-water supply, and three serve mixed purposes. Italy has also programmed and financed over €6 billion in water-sector initiatives through its broader infrastructure framework. The new €1.55 billion allocation places an additional 59 projects into this national effort. With all funds now allocated, the program transitions from application and award phases to implementing the approved water infrastructure projects.
