European Space Agency Advances IRIS2 Satellite Network Expansion with Contract Signing by SpaceRISE

BRUSSELS / RankWire.AI / – The IRIS² satellite system is set to grow significantly as space authorities in Brussels formalized a binding implementation agreement with the SpaceRISE consortium. This milestone marks the culmination of detailed technical and financial negotiations that began in January 2026, transitioning the EU’s multi-billion-euro satellite communications project from planning to large-scale production. The upgraded architecture aims to enable faster launch schedules and offers secure, tamper-resistant connectivity tailored for government and military users, enhancing strategic autonomy.

European Union signs contract to build expanded IRIS2 constellation
International regulatory bodies finalize policy agreements for sovereign space infrastructure.

According to the new terms of the agreement, the core satellite constellation will expand from 282 planned orbiting units to 348 active spacecraft. The revised network layout incorporates 330 satellites placed in higher low Earth orbit, alongside 18 in medium Earth orbit, with additional orbital options designated for specialized mission support. The agreement specifies the definitive timeline for satellite manufacturing, launch procurement, ground segment construction, and the provision of operational connectivity services. The initial launches are scheduled for 2029, allowing participating EU member states to access sovereign connectivity capabilities shortly thereafter.

This expansion directly responds to increasing security concerns and the evolving operational needs of European defense. As part of the new design, the baseline satellite hardware will undergo technical upgrades, and an extra layer of 66 low Earth orbit satellites will be added specifically for defense agencies, national security entities, and emergency responders. Technical evaluations indicate that this architectural growth will boost secure governmental communication capacity by 60 percent within EU territory and by 54 percent on a global scale, strengthening regional capabilities during crises involving critical infrastructure or emergencies.

EU Commission Formalizes Contract to Broaden IRIS2 Satellite Network

The SpaceRISE consortium, responsible for overseeing core development and a 12-year operational concession, unites major European satellite operators such as SES, Eutelsat, and Hispasat. Implementation in the public sector is closely coordinated with the European Space Agency, which provides engineering expertise and launch management. The manufacturing process involves a broad network of subcontractors, including prominent European aerospace firms like Thales Alenia Space, Airbus Defence and Space, and OHB, as well as telecommunications giants Orange and Deutsche Telekom.

Funding for the expanded satellite network comes from a public-private partnership, combining investments from the European Union budget, contributions from national governments, and private sector funding from consortium members. Several member states have already begun formalizing their financial commitments for deployment over the 2028–2034 fiscal period. Official government records show Poland allocated 656 million euros, Hungary contributed 500 million euros, and Spain announced investments between 1.6 billion euros and 2 billion euros, with additional national funding negotiations ongoing.

Enhanced Technical Capabilities Increase Governmental Secure Capacity by 60 Percent

The upgraded communications infrastructure will also extend to select non-EU nations such as Norway and Iceland through dedicated agreements. As the third major space project by the European Union, following Galileo and Copernicus, IRIS2 aims to deliver high-performance, tamper-proof communications for public authorities, while addressing digital connectivity gaps in remote regions. The system will employ military-grade encryption standards across dedicated spectrum bands to safeguard critical infrastructure from cyberattacks and physical disruptions.

Once manufacturing ramps up across European industrial facilities, the European Commission and SpaceRISE will oversee phased milestones leading up to initial orbital testing. The execution of this agreement guarantees that the EU Commission will sign contracts to expand the IRIS2 satellite network, aligning with long-term strategic autonomy objectives. This will result in a resilient, Europe-owned orbital asset capable of supporting civil protection, defense operations, and commercial digital services well into the future.
